How to make a visa payment via Paypal?

Visa payment system Paypal, the payment service that lets users make cash payments via credit card, is now available for the Philippines, a country where a cash payment is not allowed.
The country has also opened its first Paypal branch to accept international payments, making it easier for foreigners to send and receive payments in the country.
Paypal announced on Wednesday that it has launched Paypal Philippines, the first payment service in the Philippines to accept payments in international currencies and to accept the use of credit cards.
The Philippines will have its first major payment processor in the world when the first Paypaly branch opens in Manila in December.
PayPal Philippines is not the first Philippines-based payment service to launch in the region, however.
A Philippine company, eWallet, also launched PayPal Philippines.
The Philippines will soon become the second country in the Middle East and Africa to offer an open-to-pay system to international travelers.
Saudi Arabia and UAE also launched their own open-transport payment systems to support international payments.
Last year, the Philippines joined the United Arab Emirates (UAE) in becoming the first Gulf Cooperation Council (GCC) member to establish a cashless payment system, opening its first foreign-exchange payment terminal in Abu Dhabi.
In addition to the Philippines and the UAE, several other GCC countries, including Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, UAE, the United States and the United Kingdom, have implemented cashless payments.
The United Arab States, however, has yet to introduce a cash-based system to its residents.
